I7-3517U won't go above 1.9GHz,why?

I recently purchased zenbook ux31a but cpu won't go above 1.9GHz under demanding tasks or full load like prime95 2nd test.
Under power profile I see only balanced.All is set to 100% under power settings for CPU.
What's happening,why won't it turbo boost to 3GHz?
 
Turbo still works on both cores to 2.8ghz. The notebookcheck review shows they weren't having throttling issues so oem tdp isn't the issue. I'd have to say it's some other setting. Try high performance. You are plugged in right? Is that 70c during prime?

Not true,some guy where I posted has UX31E with i5 which runs more then 1.7GHz.Look at the picture.

I don't have high performance profile in Windows 10 only balanced profile.How do I enable high performance profile if I don't have that option under power settings?
Yes the temp around 70 C is with prime95.

I found this under cpu description:
The Intel Core i7-3517U is a fast ULV-processor for laptops based on the Ivy Bridge architecture released in Q2 2012. Due to Hyperthreading, the two cores can handle up to four threads in parallel leading to better utilization of the CPU. Each core offers a base speed of 1.9 GHz but can dynamically increase clock rates with Turbo Boost up to 2.8 GHz (for 2 active cores) and 3.0 GHz (for 1 active core).
 


Im not sure if this only works for OC'ing but have you tried turning off C6 mode in the BIOS? And also any other power saving options in BIOS?

Are you able to set the clock to the boost clock using custom core clocks in the bios?
 
C states are idle/off/sleep states. The cores are in an active state. C states off for ocing is too prevent instability when idle. Locked bios won't have options to change clocks. They may not even have options for some c states.

There's not much that affects turbo from going on. I'm wondering if it's 70c without turbo then it's just getting too hot in turbo but then it should at least go faster for a little bit before throttling. Resetting cmos on a laptop is usually a later suggestion since the battery usually isn't easily accessible. And last would be a fresh windows install to remove any doubt of a windows issue.
