i7 3770 Bottleneck?

Hello everyone. I'm wondering if an i7 3770 could be responsible for low fps in certain CPU heavy games, particularly Total War: Warhammer. I get get between 11-40 fps, usually dropping to 11-15 in intense actions, all settings in Ultra on 1080p 24" 144hz monitor. I even tried lowering settings to medium and this literally changes nothing in terms of fps, still 11-15. Very confused as to why. Could it be an old motherboard?

Here's my specs:

Operating System: Windows 10 Pro 64-bit
Processor: Intel(R) Core(TM) i7-3770 CPU @ 3.40GHz (8 CPUs), ~3.4GHz
Memory: 8192MB RAM
PSU: 700W
Videocard: GTX 1070 8gb
Motherboard: Asus P8Z77-V
No SSD, it's just a standard disk drive

Any help is GREATLY appreciated!

It could be, I don't have any experience in that game and the only experience I've had was when I use to run the i7 3770s at 4.2ghz with 2x 780ti's.

In my case the i7 3770s was holding back my 780ti's in Battlefield 1 and Grant Theft Auto 5, although FPS was not really low, it did drop below 60 and GPU usage was around 50% on each card with the CPU at 100%.

Open task manager and watch your CPU usage when you play the game during when you get low FPS if you're CPU usage is not pegged at 100%, generally, means it's not a bottleneck. Though your FPS should be higher than that, the 3770 is still a pretty good performer.

I'd try to reinstall your video drivers, and give the game another try. I know this game is CPU intensive.
