Hi, My CPU is an i7-3770 non K which is running at 3.5ghz even at idle which is making it temps to stay above 60. and if I check my CPU usage on msi afterburner it shows that almost all of the cpu cores are at 40-50% usage.
 
Solution
There are sometimes issues with nvidia drivers. The prefontcache goes nuts and instead of just having access to all the game fonts, it attaches to your fonts folder and can consistently use anywhere between @25% and 50% cpu.

Malware/Trojans doesn't damage a pc the way a virus does. What it does is open up ports and allow the Brower settings access to other pc's and send info to any of millions of other pc's. This had a net affect of bogging down the cpu same as opening up hundreds of tabs. You'll get anywhere from @10% constant usage to 100% usage, depending on just how infected the pc is. What's bad about malware is the longer it runs, the more malware is downloaded, and it gets exponentially larger.

Unless as explained above there's a runaway program or vampire program(s) running in the background, something might be wrong in the motherboard's BIOS controlling the chip. By default when not under load and at idle it should be throttled down including voltage being lowered. What is the Vcore showing?
 
Well, your chip is a 3.4 base and 3.9 Turbo speed. The 3.5 i believe is your all core boost. You will jump to 3.7 with 2 cores, and 3.9 with 1 core.

This is normal. As is the 40-50 percent usage. I'm not quite clear though, is it 40-50% usage at idle? if so, something is running in the back round, hence the usage. You need to figure out what that it. If the 40-50% usage is at load (maybe while gaming) then that's normal too.

Many people will run malwarebytes, followed by hitman pro, followed by Spybot: Search and Destroy just to get rid of everything.
