i7 3770 with r hd 7850

When I play BF3, I can only play on low settings with 20-40 FPS. What's wrong?

Intel Core i7 3770 @ 3.40GHz
8 GB RAM
AMD Radeon HD 7800 series

My drivers are already up to date. I've checked my Catalyst Control Centre but I don't see the Performance tab or the Gaming tab? Does anyone know what's wrong. I get around 20-50 FPS on BF3 multiplayer low settings.

have you tried reinstalling windows and reinstalling the drivers?

noob question (probably is not the case) but, have you plugged the PCI-e extra power connector to your GPU?
Did you monitor your CPU to check the frequency of operation?
Does the 7850 go up to 860 MHz when gaming or it stays @ 300MHz?
Did you install the MOBO drivers? Do you have the latest mobo BIOS?
