I7 4770 high temperatures when i power on computer

My problem is next: when i start my computer,cpu temperature goes to 80c in IDLE mode,but as soon as i restart computer,temperatures goes back to normal,which are around 32c max...

I have I7-4700 with Seidon 120v ver.1.2 watercooling.

Im using an updated windows 10,and all other drivers are up to date.
I have checked cpu usage within those 80c,and cpu usage is bearly hitting 20%...
Please help.
 


Bios is reporting 84c... I used AIDA64,HWinfo and Cputemps to measure cpu temperature.
 
has this just started happening recently, or has it always done it?

Best place to start would probably be to remove the cooler, clean off existing thermal paste, apply new layer and then re-seat the cooler

What's you full system spec and is your bios up to date?

Also, what stock CPU voltage is being applied when you first boot and does it change after a restart?
 

Problem just started 2 days ago... I will try with paste renewal and let you know. Can't check right now about vcore because temperatures are fine right now,will tell you about that when the problem ocures again.
Bios is F8,up do date too.
About gpu:Gtx 1060 3gb
Psu: 700w vampire gold
8GB of ram

 
I have a i7 4770k and I can tell you that the CPU runs a little got to begin with. A problem I have seen with mine is after a while you wI'll need to unseat your CPU cooler, clean the old paste off, anf reapply thermal paste. This should help your issue. If not then check your clock speed and make sure your not running overclocked or adjust to suit new heat issues
 

Just checked bios settings. Nothing wasn't manualy clocked...


 

Should i check CPU CORE voltage or CPU VRM voltage>?
