yes and no.
the most equivalent for a 4770 would be a ryzen 5 1500x, while they're both pretty capable, they are both obsolte, while the 4770 being sorta way more obsolete, but, considering they're both 4c 8t, this is sub optimal, the wisest choice would be to get something more recent.
yet this is also a bad choice, cuz i cant stress enough, even though npc cpus comes out everyday, at least for intel they're still refreshing again and again the old ass kaby lake architectures, so from a technological standpoint, they're a moot, while still performing very nicely.
because i already have a 4770k, im gonna wait still about 1-2 years before retiring it, I cant help but expect that friggin intel will finally sort out this 10nm production process and quit this tarnished 14+++++++++++++++++++++++++++ refresh node.
now in your case, well, expending on dated tech... idk.... may be cheaper now but not in the long run.
