Specs: Mobo : Gigabyte Z97-d3h
CPU : i3 4170 3.7 GHz
GPU : GTX 1050 ti
RAM : 8 G
PSU :460 W (Coolermaster)

Summary : I have been thinking of the two options ,the price difference is considerable .Soon I'll get a Gtx 1060 6G or RX 580 8G and +8G RAM . The price difference is significant enough to be thoughtful for 4 more threads i.e ~40% more performance in multitasking environment .Planning to O.C too with a decent cooler .

Will Be Using For : Rendering ,Video editing , Gaming(1080p) ,Streaming etc..

Since you are planning to spend somewhere in the neighborhood of $200+ on an obsolete platform, I'd recommend saving for a little while longer and getting a Ryzen 3600 + updated B450 motherboard + 16GB DDR4-3000 or better for ~$200 extra instead. That gets you ~100% more performance over the i5 instead of ~40%. Twice the total upgrade cost but 2.5X the performance which makes it 25% better overall on bang-per-buck.

Thanks much for the suggestion, I did some thinking and decided to go for the ryzen build.
Got ryzen 5 2600 = 120$, later would go for 3600
Gtx 1070 8 GB
B450 motherboard
3000 C Vengeance 8X2 (getting)
After the resell of older components, I can say it was well worth it and bang for the buck. Thanks again.
