My i7 4770k is at a stable 4.3ghz OC. Board - msi z87 gd-65

What I did: Booted into BIOS > Put in 45 at cpu ratio > didnt boot > tried 44 > didnt boot > 43 did boot.

Ran intel burn test at maximum stress level - 53 max temp 96-100% cpu usage.

min cpu vcore is 0.056 and max is 1.344 (I got those numbers with CPUID HWmonitor while the stress test was running. They stopped changing so I noted them.

Now, what can I do to increase my overclock? My goal is 4.5

Solution
I have a 4770k too myself, i run it at 4.2Ghz 1.200v, now, i ran it with 4.4 @ 1.284V, and im willing to bet i can run at 4.5Ghz with less or round 1.3V, I wouldnt go anywhere over 1.3v as it would degrade the chip with the time being, plus for me, temps wouldnt allow either.

now, not sure if your Vcore is set to auto or manual, but at 1.344V, if you cant hit 4.5Ghz I doubt that raising it even more will help you any... you can mess with the RAM timings, "relax" them some more, mess with Ring voltages and ratio too, ive seen people been able to reach higher OC values by messing with those.

this guide here helped me overclock mine's:

and turns out hes using the same...

and turns out hes using the same motherboard as you are, so take a look at it.

however theres always the sillicon lottery... your chip might just not hit 4.5 at all, there is that unfortunately, some chips are golden, and some just average.
