Just got done with my new build and was monitoring things (stock temps, voltages, and overall whole computer) and notice through cpu-z, I was reading 1.7 volts idle on my i7 4770k. Seems very high. Temps are at a high 20's/low 30's. this is all on stock, haven't changed any settings in my bios.

Solution
I am amazed it is that high voltages over 1.35 volts often over heat and throttle it my first recommendation before buying a new board or CPU update the bios. aside from that i think it is probably the a faulty sensor and i would start with the board. unless you have access to another 1150 socket board or CPU and you can figure out which one it is.

I would like to add first time I booted up my computer, my psu fried. Think this might of caused this?
