For an Intel Haswell i7-4770K at stock clock speed you should be seeing around 1.13 Volts for VID. Only if you're overclocking in the 4.4 to 4.5 GHz range should you be using anywhere near 1.35 Volts for VID.
That is considered the safe everyday maximum, but the trade off of heat / clock speed after 1.3 or so really isn't worth it. I settled on a 4.3Ghz @ 1.29 for daily use with my 4770k. I could make it run at 4.5Ghz @ 1.35 but the thermals were outrageous.
