i7 4790 + GTX 1070, but can't run everything at max

Good evening, guys.

So, I got the following rig (in the end of the post), but I don't seem to b able to run heavy games at max settings at 1080p. I've always heard the 1070 is a card for 2.5k resolution and that it's overkill for 1080p, thus able to run every single game at max settings, but this isn't happening here.

Playing Assassin's Creed Origins, Ghost Recon Wildlands and Final Fantasy XV with some things tweaked to make it able to keep 60 FPS, otherwise, if I max out everything, it goes to 100% usage and struggles a lot.

Today, I tried handling some graphic options in Ghost Recon, but got ugly drops. CPU always sits around 40, 45%. Shouldn't the 1070 be able to run every single game at 1080p? I don't mean Nvidia stuffs (they're turned off in all those games). I ran Time Spy today to check the performance and got 5767 score. Any suggestion?

Something bothering me: shouldnt 100% gpu usage mean full potential? Mine seems to hit 100% only to make fps go down. Like, upon reaching 100%, it starts dropping. It goes fine at 98%, but 100% is immediate drop.
