Hello,
Rtx 2070 oc and gtx 1080 oc have the same price in Austria
Rtx 2070 oc is a little bit faster than gtx 1080 oc but the bottleneck calculator means i should upgrade my cpu because of cpu bottleneck (could only upgrade to 4790 k because of mainboard and ram)
i have a i7 4790 non k , 16gb ddr 3 (hyper x fury), at the moment gainward gtx 1070 gs, 1440p 70Hz. Play Games like witcher 3, Rise of the Tomb Raider, Dirt Rally, later Metro Exodus, Dying Light 2, more RPGs than shooter, most of the time singleplayer games.
Want smooth gaming 60-70 Hz 1440p.
So: Which gpu is better for me (1080 or rtx 2070) or should i stay with gtx 1070 oc because i won´t have a big benefit because of a bottleneck of my cpu (for example: At the moment rise of the tomb raider maxed out fxaa i only get 29 minimum-fps in benchmark test and i want more - but i will just get 33 and not 45 fps minimum)
Thank you!!!

Solution
At 1440p that processor with a gtx 1080/rtx 2070 is a great combo. The 4790 will still be held back by the graphics card at 1440p resolution via triple A titles listed above. In other words you'll get full performance out of your graphics card regarding the specifications above.
I have almost the same rig as yours except my cpu is the K version and the gpu Asus gtx 1080 strix.
I can tell you pretty much every game you have mentioned will run at higher than 60fps with the gtx 1080 at 1440p
Rise of the tomb raider, the game that forced me to upgrade from the gtx 970, could even run at 4K but you would need to turn AA off
The 1070 shouldn'd be that much worse though its as good as the gtx 980Ti or about 20-25% slower than the gtx 1080 but I don't think it has anything to do with the i7 4790 (non K)
just take a look at these numbers:
the 4790 should be within 5% of the very expensive i9 9900K at 1440p in most games except maybe cpu demanding rts games Ashes of singularity and Civilization
https://www.techpowerup.com/reviews/Intel/Core_i9_9900K/14.html

Even the older i5 3570K is able to run most games at 60+fps

The cpu should be good for at least another 2-3 years. Though it is a mystery why you only get 30-40fps in RoTTR with your 1070 considering i get more fps with the 1080 running at 4K. Have you tried with newer drivers?

Thank you all for your quick answers!!
Rise of the tomb raider: 30 Fps are the minimum fps- average 80 fps in benchmark with gtx 1070 oc 1440p.
i don´t need ray tracing - but most of the gtx 1080 are more expensive at the moment in austria than the rtx 2070- thats´s why i asked- but when both are no problems for my system it´s perfect (i wait for black friday - so i can choose :) )

The bottleneck calculator is from here https://thebottlenecker.com/
Not sure what i should think about it...

SgtScream: haha- first i was thinking you mean tomshardware. thebottlenecker- o.k. good to know - thanks . And you mean there is no difference for me which card i choose (except the price). Both no cpu bottleneck?

CPU bottlenecking is not just dependent upon hardware, but the resolution and game you are playing. If you meet system requirements for said games and have reasonable balanced GPU and monitor, you'll be fine.

uh you do know that all the cutscenes and cinematics in that game is at 30fps
if you check the fps counter while playing the game you will find that 99% of the time you wouldn't go below 60fps at 1440p with the gtx 1070

as you can see the difference between 4core and 4thread i3 and i5 and higher end 6core + i7 and i9 is within 10%
with the i7 4790 being slightly worse than the i7 7700K but still should give you 100fps + with the gtx 1080Ti, the gpu they used in this case:

If the gtx 1080 costs more or at the same price as the rtx 2070 you should just get the 2070 because its newer, with rtx that you may will need in the future and its slightly faster than the gtx 1080:
