i7 4790 on an i5 4460 stock cooler

I just replaced my i5-4460 with an i7 4790. I was shocked that my idle temps is at 98C. I applied a new thermal but I am still using my i5's stock cooler. What seems to be the problem?

Questions
- Is the used i7-4790 I bought faulty?
- Incompatible heatsink fan?

Unlikely to both of those.

Sounds more like the heatsink isn't seated correctly.

not seated correctly and/or the thermal paste was not replaced after switching processor.
