i7 4790 + R9 270 = Watchdogs Bad FPS problem HELP!

I just bought an i7 4790 last week (without k on it) i really don't do overclock and i'm a freelance character game designer (8 threads will be totally fine with me!) and the only available product on i7 is 4790 + i have a R9 270 which i bought from a friend.

System:
CPU: Intel Core i7 4790
CPU Cooler: n/a
Motherboard: Asus H97M-E
Graphics: Sapphire Dual-X R9 270 2GB GDDR5
Memory: Kingston Hyper X HX318C10FK2/8 8GB (2x4GB) Blue
Solid State Drive: n/a
Hard Drive: 800GB (320GB Western Digital Blue + 500GB Seagate Barracuda)
Case: Xigmatek Shockwave
Power Supply: Raider 750W
Cable Kit: n/a
Additional Lightning: n/a
Fans: 120mm Front mounted Xigmatek CLF Blue LED Fan
Additional Fans: n/a
Operating System: Windows 7 Ultimate 64bit

The problem is even if i go on Ultra settings on Watchdogs my FPS drops for around 15 and going back to 25 or something like that (not accurate) it makes a choppy lag. But when i go on High its just fine (25-30fps). I just want to know whats the problem so next time i know what should i upgrade.

And when i'm using Fraps for recording it's really bad! The drop of FPS is the same as the High and Low settings, i figure out to record in low maybe it's just about the settings but the choppy lag is the same as High Settings.

Does the problem is my CPU? Should i overclock it? The driver's of my GPU is totally in Update

You can't overclock your cpu. Also the problem isn't your cpu, it's the gpu. You cpu doesnt need to be overclocked (you can only overclock cpu that have "K' in them e.g i7 4790K.). Your cpu is very good as it is.

Your gpu is a low end, it cant run graphical intensive games like watch dogs, shadow of mordor and other new triple A titles on high settings let alone ultra.

Consider upgrading to gtx 970 or higher if you want to play on ultra.
