i7 4790k baseclock speeds dropping

the frequency on my i7 4790k is dropping below 4.0ghz yesterday but restoring bios setting to stock and disabling optimize modes on my motherboard! When i first put everything together the cpu seem to be running at 4.0ghz also this just happen yesterday after i applied new thermal paste to the cpu and h100i could tightening of the screws to tight cause frequency damage to the cpu ? any answers or solutions would be appreciated ! also should i just leave it as is everything does seem to run fine and frequency does go up when i play bf4 and metro last light or is it just motherboard or power saving program ? lowering the clock speeds because im just running a program or two or is the 4970k always suppose to be 4.0ghz ?

: gpu evga gtx 780 3gb

Solution
As said this is NORMAL.
I strongly recommend you go back and click "XMP" to set the default profile. You can overclock later if you wish but it might make very little difference for games plus it runs hotter since you've deactivated the Intel Power Management somewhat.

*The CPU can dynamically change its frequency and voltage to save power. It will stay at the maximum frequency when needed however so again I recommend keeping that as it reduces fan noise.

(Make sure your fan control configuration is setup properly too)

alright i just changed it to xmp thanks for the info i am fairly new to this and get confused thanks for the info and help
