i7-4790K Crashing Using Handbrake

So I recently just bought a i7-4790K with a Asus Z97-AR board. I am not overclocking, I turned off turbo, and I am using the stock fan.

I tried to use Handbrake to compress some video files and my computer has been freezing after about 2 or 3 minutes of compressing.

I checked the temperature to check for overheating since I know handbrake has the bad habit of making the CPU go 100%. The Asus AI Suite program showed that the CPU was at 88 Celsius or 190.4 Fahrenheit.

Is there anything I can do to throttle the CPU frequency so that it doesn't overheat? I already enabled the bios setting for it to throttle the CPU frequency when the CPU is overheating but it doesn't seem to work.

Is this something I can fix via toggling stuff on and off in the bios, or just download some software to throttle the cpu speed based on temperature... or do I just need to get a better fan or a liquid cpu cooler?
 
Currently my case is left open, and I just simply have a back chasis fan and the cpu Cooler.

My case is COOLER MASTER Elite RC-310-BWN1-GP.

I didn't have an overheating issue with my previous CPU which was AMD Phenom 1090T. I think probably the stock cooler is the issue since it doesn't really go over 2100 RPM while my old AMD Cooler could go up to 5000 RPM. Also it doesn't seem like the Asus Bios option for it to tune down the frequency doesn't seem to work as well as it should. since It only lowers the frequency by like .1 or .2 and it keeps my computer at 88 C which is still causing it to crash.

How do I lower the base multiplier?

CPU: i7-4790K
MOBO: Asus Z-97 AR
RAM: 16 GB of 4 Corsair XMS3 CMX4GX3M1A1600C
GPU: XFX Radeon HD 7850 2GB Core Edition
Storage: SanDisk SDSSDP-128G-G25 128GB, Toshiba HDKPC03 DT01ACA100 1TB, Seagate ST1500DL003 1.5 TB

Don't know if that helps anything.
 
Make sure the CPU cooler is actually touching the CPU, From the top it might look like it's installed correctly but there might be a millimeter gap if you look at it sideways. Remove CPU Cooler and reinstall it. Also clean off the old thermal paste and reapply a new layer if possible, that is if you have some laying around.
 
So I reseated my stock cooler and added some new thermal paste. Handbrake still crashing my computer after a minute or so of rendering. Temperatures stay at a consistent 190.4 F for about a minute or two before crashing.
