i'm going to upgrade my processor so should i get Intel Core I7-4790K Devil's Canyon or Intel Core I7-4790 Haswell ? bearing in mind that i have the money for the haswell and i heard that there isn't a big difference in performance so can u help me
They're both Haswell CPUs, the 4790K just has higher stock clocks and can be overclocked. The 4790 is locked to its stock clocks of 3.6-4.0 GHz (vs. 4.0-4.4 GHz on the 4790K).

yeah i know i just wanna make sure that the value for money is with the 4790 and the performance isn't huge i normally wouldn't overclock it cause of the warantey and selling issues
If your not going to overclock it there is no reason to get the K it will make a difference but since you will not overclock it the money spent wont be worth it.
if you get the i7 4790 just spend the extra cash and get the 4790k or if you want to save money get the i5 4690 (if you dont want to oc) or get the i5 4690k (if you want to oc)

Actually there is a reason, 400Mhz higher clock rate even without OC is a big jump.
another question it won't bottle neck nvidia 980ti right ?
Not in any way that could be alleviated by getting a different CPU, at least. Even a Core i5-4690K would be plenty to keep up with a GTX 980 Ti in almost all games, and getting the 4790K means you've pretty much got the best CPU on the market for gaming (and even the 4790 is very, very good).
