i7-4790k frequency not matched between BIOS and OS. Underclocked all the time.

Greetings folks. I recently purchased a sealed i7-4790k from on Kijiji. Because it kinda went over my budget so I had to pick up a Gigabyte H97-d3h(rev.1.0) instead. I know I can't really overclock anything but I'll be picking up a Z97 motherboard as soon as I start my part-time job.

The problem is, my CPU went underclocked all the time in Windows 7.

As you can see. Its clock speed never went above 2600MHz even during the stress test.
I flashed the BIOS to the newest F6 version from Gigabyte official website and set the multiplier to 44, Vcore to 4.4 all the way and enabled K OC feature. The voltage was set to 1.2500V
CPUZ clearly indicated that the multiplier was set all the way to 44 but it just happened to have never reached it in the OS. What I mean in OS is that I could see its clock speed as 4400MHz in the BIOS frequency status. Even the temperature was 54 Celsius degrees which is normal for stock fans under that clock speed. In Windows 7 I just never saw that happening.

Ok in case someone had the same problem, I saw where it was. The C1E and EIST were enabled that caused the system to automatically underclock for lesser power consumption. After disabling them, the core speed went back to normal without limit.
