I7 4790k heating up a lot when it hits 4ghz

Hello, a few days ago I bought a new pc:
Motherboard: gigabyte z87-HD3
Cpu: intel core i7 4790k
Graphics: GeForce GTX 760
Everything appears to work fine except the cpu. From the first boot of the pc the temp went up instantly to 75 degrees while in the bios. After playing around with a few settings I found out that if I lower the clock speed from 4 ghz to 3.9 ghz the cpu stays at 45 degrees with no problems. I will get a new cooler because the intel one is really small but i don't think it is normal to have a 30 degrees difference only from 0.1 GHZ in clock speed. Thank you in advance for any help and tips regarding this problem.
I am referring at CELSIUS degrees for any one who doesn't use them :)
 
Yeah, I don't thinks that's normal. What I'd do is let it load up at 4GHz and just let it fully boot, and after a minute have a look at the temperatures! At boot mine stay around 45 but drop to 25 pretty quickly so it might just be booting. But no, I don't thinks that's normal. At idle you should aim for round 40 or lower and around 70 for stress test (Prime95) because that's what mine are (same CPU) and I applied the thermal paste wrong so I think mine may not be as cool as possible. Anyway, good luck, just let it do it's thing, and tell me what happens!
 
I'm not overclocking it, the default speed is 4ghz it is just the fact that when i let it at 4 and not 3.9 i get that ~30 degrees increase. I tried letting it boot up and it kept at 80 degrees, also when i lower the clock to get decent idle temps it gets to 100 in 4 seconds with prime 95. It is really odd, i hope its not a defective cpu ...
 
Is this a pre-built system or did you buy the parts and build it yourself? If pre-built, I would return it to the seller to fix the problem because that CPU should be able to Turbo to 4.4 GHz without breaking a sweat. If you built it yourself, get a better CPU cooler, like the Cooler Master Hyper 212 Evo if you want a budget priced option, or if you want the best, get the Noctua NH D14/NH D15.
