I recently upgraded from an amd FX8320 to an intel core i7 4790k with the Asus z97-K motherboard.
I am using the Corsair H100i water unit.
On my amd cpu idle temp was around 13 C and at 100% load it was usually around 40 C.
But with the i7 the idle temp is around 25-29 C, i have not had it at full load yet but when i record games it usually goes around 42. i have been told by a lot of people that is this normal but im still not sure. i re - applied thermal paste twice and temps didn't change. Im using Arctic Silver 5 paste

I don't think it's possible for a cpu to be 10 C cooler than the ambient air..
