i7 4790k HOT temps...

I have a problem. I recently bought used computer, and it works fine in standard tasks, but when I load it more heavily, it rises temperatures - especially CPU temps.

Specs are:
1. Intel i7 4790k @ 4GHz (turbo 4.4GHz)
2. Asus ROG Maximus VII Hero
3. EVGA GTX 980 Ti SC 6GB
4. 2x8GB RAM (KHX1866C10D3/8G)
5. CoolerMaster G650M
6. BeQuiet Dark Rock 3
7. Samsung SSD 850 EVO 500GB
8. Seagate Desktop HDD ST2000DM001 2TB 64MB
9. In-Win GT1 PC Case with 1 front 120mm fan, 1 back 120mm fan, 1 top 120mm fan.
10. Asus ROG Front Panel - CPU set on max speed - 1800rpm.

I blown the dust from the PC, removed old thermal paste and applied new (few times). I set CPU voltage manually on 1.190, which is stable for now. If I let it with uncontrolled CPU voltage, it overheats in few seconds of any stress test and Windows crashes.

This video is made with ambient temperature of 23-24c, with infrared thermometer showing in case temps between 25 and 45c. Both side panels are open. Front panel shows max temp of 65c, software says different - max 82c.

What do you think, is this normal? What might be a problem?

Your case should be closed or the fans won't work properly. Get a Thermaltake TT 1425, from Ebay. Makes no noise at only 17dB & has a long cable. Aim it at your PC. In a hot room your PC is overheating so you need an external fan.
