I7 4790K not working

I have a problem with my I7 4790k. When I put my I3 4130 in my motherboard everything works fine, but when I put my I7 in it doesn't boot. I even tested in in an old desktop and it also doesn't worked. Somethimes it boots, but only in 100 tries. When it boots I don't have issues, but the it is working on 4.1 to 4.4GHz and when I played a game it quickly became 90 degrees. Does someone know the answer to this problem? I have the latest bios and everything is connected right. Here are my specs:
-I7 4790K/(I3 4130)
-Asrock Z87 pro3
-16GB Hyperx 1333MHz
-500W PSU
-Cooler Master Evo cooler

Well when it works my pc just runs fine and everything is looking alright but 99 out of 100 time he doesn't boot up. Only the fans spin and after about every 20 seconds they stop and go on again.

Yes it always works. I have checked my socket and I don't see any bend pins. Also the I7 4790k doesn't have any physical damage. When I game with my other CPU it stutters. Could this mean that I have to change the BIOS settings?
