My current specs are:
i5-4460 3.2 GHz
GTX 960-2GB
8 GB Ram
144 Hz Monitor

I know these are 2 different things,but I'm on a budget and I cannot afford both.
Since I want to achieve atleast 144 fps in games and I am hooked on PUBG(CPU intensive) which one would you suggest?

If your game is cpu intensive, buy a stronger cpu.

Try a couple of tests:

a) Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

b) Limit your cpu,. In windows power management, limit the maximum cpu% to something like 70%.
Go to control panel/power options/change plan settings/change advanced power settings/processor power management/maximum processor state/
This will simulate what a lack of cpu power will do.
Conversely what a 30% improvement in core speed might do.
