[SOLVED] i7 4790k throttling or howl

Hello!
I have trouble with my i7 4790k.
The cooler is Zalman cnps10x performa+.
Thermal grease - Arctic MX4.

So, sometimes maybe often CPU fan make a sound like "howl", speed going to up and then going down. It's enraging.
I a little fixed it using fan speed graph but I think it's not good.

Also, I must turn off the turbo boost because of the CPU is throttling with it. And I can't do anything with it. So now my CPU works on 4.0GHz.
With this, I lost all advantages of "k" CPU series.

Power Supply: 500W Chieftec
OS: Windows 10 Pro X64

some corsair 850W gold certified psu, they aint exactly cheap, but they will keep you running safe and sound for... idk, until armageddon comes or they fail for some reason... well nothing lasts forever, but good PSU's are extremely reliably, and of all components, its the one you should never ever forever on all ever go cheap.

but, a corsair CX650 bronze certified will also do the...
First things first, turbo sucks, it works yeah, but nothing beats overclocking manually.

second, we need your temps, your bios settings and voltages, the howl u hear is probably because your fan speed is set to dynamic, it goes up as your cpu heats and goes down otherwisely, because haswell is a hot head chip, even for the somewhat better TIM 4790k, it goes hot and it fluctuates a lot, so your fan will be going amok, the best thing to do imo is to set the RPM into a fixed rate between performance x noise, or make your dynamic fan profile more strict, as in, not changing to much with every little temp variation.

Can you tell me which info from BIOS do you need? I haven't worked with CPU settings and manually speed up it yet.
All setups in "Ai Tweaker" on bios is auto.
So, first of all, I can give the info about my temps, in default mode (without turbo-boost) it's about 25 after the start, and about 35-40 is default work temps in browsing etc. But cores are hotter than CPU temp sensor (I use AIDA64) and if CPU shows 35, cores are about 39-42.
Also, If I launch a game, the temperature on the cores increases sharply.
 

Which PSU Can you recommend for my build?
Idk about that, but my PSU is working 7 years already.

We need you voltages, Vcore, Ring voltage, Input voltage, system agent voltages. Cache frequencies etc etc. I recommend take pics of the bios.

those temps are freezing, if i had those temps i'd prolly turn off my cooler fan entirely and just run on passive cooling.
haswells at load operates nicely up to 72C. more than that is pushing a bit, but some people have been running them at around 80c without caring, but thats just not advisable at all.

anything around 65c ish is gold.

 


So, I hope I did the right screens.
