Question i7 4790k with Corsair H100 liquid cooler idling near 60 degrees.

After a fresh reinstall of windows and reapplying thermal paste, my cpu is just idling at temps between 50 and 60 degrees. I launched overwatch and it spike up past 90 so i shut it down quickly. When I looked at the plate of the cooler before that though I saw a small burn/melt mark on it, but the CPU seems physically fine. I reapplied paste like 3 different ways now with the same result each time.

have you tried using a different cooling solution such as the stock fan or another cooler, as it could be a bad AIO and how old it the h100?

Agree with muffinman, double check your pump speed with Hardware Info to make sure it is actually working.
