i7-5820 & Asrock x99 Extreme4: is it overclocking?

I have a i7-5820 on an Asrock Extreme4 x99. I have the CPU ratio set to "All Core" and the All Core set to 44. So the system boots and says the processor speed is 3300Mhz. The OC Tweaker menu says Target CPU/Cache/BCLK speed is at 4400 Mhz/ 3300 Mhz/ 100.0 Mhz. When I run any stress testing software off of the ultimate boot CD (which runs linux), none of the CPU ID utilities show the CPU speed ever changing from 3300 Mhz. So is my i7-5820 being overclocked or not?

My motherboard came w/the 1.60 BIOS. I wanted to try and test my
overclocks outside of windows, that's why I was using the Ultimate Boot
CD Linux utils.

I was hoping to have a basic, working overclock of this system done
before I install Windows, to avoid the headaches of BSOD's, potential
file corruption etc.

Why doesn't the BIOS boot up into the overclocked settings? It seems
to always be running the CPU at the stock speed regardless of what I
do w/my CPU overclocks.

I have the 5.3.1 version of the UBCD, maybe I'll try the newest version.
