It runs that low because its in low power usage. Uses less power to run at a lower clock when theres no work to be done. Start prime 95 on a stress test and check again

Usually you can check your processor speed in the Bios like mine will say "Targeted speed:
and
Actual Speed: "
Also dont go by Task manager as that just uses the stock as a reference. But do a stress test on your CPU and look in CPU-Z and it will tell you.
Just a warning as you were advised to run prime. Dont use prime95 later than v26.6 on these CPU (or on any other haswell cpu). Prime later than v26.6 runs AVX instructions on the FPU and causes crazy high TDP. It will overheat and degrade your CPU.
