I7-6700(Non-K) maximum speed only @ 3.7ghz?

My friend has a i7-6700. While benchmarking his monitor only got up to 3.7ghz.
Well i saw the i7-6700 spec that when it runs
1 core it would run up to 4.0 Ghz?
2 core 3.9
3 core 3.8
4 core 3.7.
Is there anyway to run all cores at 4 Ghz? Thanks!

Well, the official Intel specs show a base speed of 3.4GHz with a "maximum" of 4GHz. That maximum would be a single core in use while the others are asleep. You aren't going to see that 4GHz speed very often.

Most motherboards allow for K series chips to operate at its max turbo speed without technically overclocking it, keeping your warranty intact. Non-K chips can't do that. It will operate at the designated speeds only.
That is how turbo boost works. One core runs as fast as it can given the chips limits. Then for each additional core it needs to run the speed is decreased to keep the chip within those limits (thermal/.electrical).

You can't change that except by buying a K
