It is normal for some cores to run hotter than the others.
I expect at idle to see 10-15c. over ambient.
It looks ok there.
Your cpu will not throttle or shut off until about 100c.
Ultimately, the hyper212 is a budget cooler that will limit how high you can oc because of heat.
Look at the TDP guidelines from noctua.

You might want to consider a NH-U14s or NH-D15s if your case permits.
The hyper212 is not as good as the noctua NH-U12s.
Your case should have adequate intake airflow to let any cooler do it's job properly.
Two 120 mm front intakes or better should be sufficient.
