I7 6700K 100% Usage

I just bought this new cpu , While playing division expecting to have stable fps but it was terrible , Got many drops in fps. My specs:
i7 6700k 4ghz
r9 390x
asus pro gaming motherboard
g.kill ripjaws 4gb ddr4 ram
seasonic 620 watt psu.

I checked via msi afterburner that my cpu usage was at 100% while my gpu usage was 70-80%. How do i fix this problem?

Cpu's usage drops to 80% , but gpu's usage never surpasses cpu's usage. Shouldnt gpu usage be at 100%?

what was the old cpu? What Ghz is the 6700k running during division?

One thing that may resolve your issue, you only have 4GB of RAM, it would put more stress on the CPU and GPU as it would need to limit themselves, and therefore the 100% usage will be lower.

Other than that, have you tried looking at what background applications there are? As that would decrease the CPU usage available for the game.

Oh so sorry , I have 8 gb ram not 4. I had fx 8320 oc to 4ghz before this one. And I am not sure to to see the ghz during the gameplay.

I had win 10 before , after installing i7 6700k I havnt reinstalled the OS , do you think I should re-install it?

Okay guys I figured it out , After re-installing windows and installing other stick of 8gb ram , I am managed to achieve 100%gpu load.
