I built my computer myself late 2017 and since day 1 I have had issues with my CPU being stuck at, .78Ghz. I didn't have the money at the time to fix it or figure out what was wrong so I used a program called "Throttle Stop" that let me bring my CPU speed up to 4.0Ghz how it is supposed to be. But it still fluctuates and I am getting fed up with it and need answers. I took it to geek squad at best buy and they could not do anything about it. I contacted Intel about the warranty and I am still waiting to hear back from them. I was wondering if anyone on this web site could help me figure out what was wrong. I updated the BIOS, and reset it to default.
