Question i7 6700k CPU stuck at .78 - .80 Ghz

I built my computer myself late 2017 and since day 1 I have had issues with my CPU being stuck at, .78Ghz. I didn't have the money at the time to fix it or figure out what was wrong so I used a program called "Throttle Stop" that let me bring my CPU speed up to 4.0Ghz how it is supposed to be. But it still fluctuates and I am getting fed up with it and need answers. I took it to geek squad at best buy and they could not do anything about it. I contacted Intel about the warranty and I am still waiting to hear back from them. I was wondering if anyone on this web site could help me figure out what was wrong. I updated the BIOS, and reset it to default.

CPU - Intel Core i7-6700k 4.0Ghz 4008Mhz 4 cores 8 logical processors

Hey, thank you for replying so quickly, I am trying to find the switch now and the motherboard is definitely no longer in warranty haha. Do you know what is wrong with it and why it is doing this if it is not the slow mode?
