Question i7 6700k CPU stuck at .78 - .80 Ghz

I built my computer myself late 2017 and since day 1 I have had issues with my CPU being stuck at, .78Ghz. I didn't have the money at the time to fix it or figure out what was wrong so I used a program called "Throttle Stop" that let me bring my CPU speed up to 4.0Ghz how it is supposed to be. But it still fluctuates and I am getting fed up with it and need answers. I took it to geek squad at best buy and they could not do anything about it. I contacted Intel about the warranty and I am still waiting to hear back from them. I was wondering if anyone on this web site could help me figure out what was wrong. I updated the BIOS, and reset it to default.

CPU - Intel Core i7-6700k 4.0Ghz 4008Mhz 4 cores 8 logical processors
MotherBoard - z170A GAMING M5 (MS-7977)

The problem is the motherboard not the CPU. First make sure slow mode is disabled, if that doesn't work then contact MSi and hope the motherboard is still in warranty.

Hey, thank you for replying so quickly, I am trying to find the switch now and the motherboard is definitely no longer in warranty haha. Do you know what is wrong with it and why it is doing this if it is not the slow mode?

Not exactly sure what caused it(believe its a power delivery issue) but some MSI boards had a failing that limited the the multiplier to 8(same thing slow mode does). In a couple other threads the only fix was replacing the motherboard.

Well alright then, thank you so much again. I have been looking for ways to fix this for way to long. I was about to buy a new CPU thank goodness I didn't

Which way do I need to flip the switch exactly?

In the manual it looks like right is enabled and left is normal(slow mode disabled).

It would also be worth a shot to clear the cmos by jumpering the cmos clr pins(location in on page 41 of the manual.
