It should run on mostly Very High settings fairly well. See a benchmark of a GTX 1060 3GB and i5-6500 here > https://www.youtube.com/watch?v=LKAghlUX7gc. Since it gets around 70-90 FPS with a lesser CPU you should be able to get a slightly more consistent framerate with the 6700K. My only question is are you building a new PC? If so, a GTX 1060 3GB and i7-6700K is a fairly poor balance for Gaming. Something like a Ryzen 1500/1600 or Intel 7500 + RX 580/GTX 1060 6GB would be a much better combination. Hope this helps :)

Not to shit on CRO's suggestion, but no one should consider any CPU with just 4 cores/threads available if they have the budget for a hyperthreaded CPU, especially not for a CPU-intensive game like GTA5 that can actually make use of the extra resources. It WILL make a difference in that game (much higher minimum FPS, modestly higher avgs), so please don't take that suggestion for an i5 seriously.

Alright, let me just clarify what I was trying to get across: if only gaming (and you have the money for it), don't consider anything lower than an i7. Ryzen's a much better buy if you only have the budget for something in the i5 tier and plan to do more than just play games.

And again, what I was mostly basing my suggestion on was the fact that OP specifically asked about GTA V. If he plans on playing ANYTHING ELSE, then my suggestion/argument is probably no longer watertight and might call for extra consideration of other factors.
