i7 6700k not downclocking when idle?

So I have an i7 6700k oc'ed to 4.5 ghz at 1.3Vcore. I have my C1E state in my bios set to enabled, as well as my EIST enabled. Voltage is set to adaptive. However when I check my clock speeds in HW Monitor, and Cpu-z; they state that it is at 4.5ghz. Even at idle.

Furthermore, I cannot change Intel turbo boost to disabled, it's grayed out on my mobo. The only fix I have found is using balanced power mode and changing all the settings to the same ones as high performance, making it throttle at idle.

Why is this? any ideas??

Makes sense as if you stick it in high performance it will run at max speed all the time even when not being used.

Many times overclocking disables turbo boost as it is going either not work or be unstable if it attempted to boost.
