I7 6700K + RTX 2080 TI Bottleneck?

I have an issue where both my CPU and GPU usage is not maxing out and im not using a FPS limiter or anything.

Now I am not sure if my CPU is bottlenecking or something else as nothing is maxing out usage wise.

CPU: I7 6700K - Stock speeds
GPU: RTX 2080 TI
PSU: 850 watt
MOBO: MSI Z170A Gaming M7

As you can see in the videos I play GTA V and Total War Warhammer 2. However I have this issue in other games too like Lord of the Rings Shadow Of War.

For my resolution: 1440P
 
All those games are older. 1440p removes your CPU as a bottleneck and puts the heavy lifting on your GPU. These games being older, coupled with the 2080ti being a new monster card means it won't touch max usage. Every game has a limit of resources it will use, giving you a limit of max FPS. You are at the max, nothing to be concerned about. Are you having any performance issues?

Not sure but are you saying that older games can only use upto a certain percentage of resources on newer GPUs and CPUs?

No real performance issue except for the fact that every now and then I experience a stutter :S

I also need to add that when I play R6S I have 100% gpu usage and no issues at all!

I have 2x 8GB DDR4 2300 mhz
And my main monitor is 1440P 144hz Gsync display, second monitor is 1080p 60hz

Also the stutter is just like around every few mins, Just a screen freeze for a second.

I just played another game (Hitman) and here it is even more obvious. Both CPU and GPU are on 60-70% usage. And I am only getting 100 fps.

Is it still normal? This is a newer game right?

What I find weird, is that when I lower my graphics settings from ultra to like low I get maybe a 10 fps increase

Do you think overclocking my CPU would get me a significant boost in GPU usage/FPS or will it be minimal?

Alright but it is hard to imagine that 100fps is the limit for all these games?

What about upgrading the CPU to either I7 8700k or I7 9700K?

I have actually already tried to overclock and did the same benchmarks on 4.4ghz on my cpu and that gave me an addition 3-5 fps on average. Also my GPU and CPU both are not hitting 100% even with the overlock.

I have a closed loop water cooler.

I just overclocked my CPU to 4.5 GHz and the usage percentages remain the same with like a maximum of +5 fps average.

Sounds about right.

If you increase the graphics settings you should see the GPU load go up.

No real budget here... however I wonder if upgrading my CPU will increase my fps by a big amount?
