Anything under 80c/1.350v is "safe" of course keep in mind more voltage means higher tempratures mean lower life span. i like to stick under 1.250v.
Honestly i'd say don't worry much about the life span of your cpu if your not going over 1.350v cause its most likely to last until your next upgrade.
you can start with 4.4Ghz at 1.200v if it does not crash lower the voltage until it crashes
or
increase the clocks until it crashes and start increasing the voltage until its stable
i'd say 4.5Ghz is a Decent OC on the 6700k since it already goes to 4.2Ghz on stock
