I7-6700k Suddenly Running High

Hello Everybody,

Overnight My CPU and entire system started experiencing issues. Now programs that used to function normally run at 60-90% CPU usage in task manager. As such my computer will hang, windows wont close properly, and I get micro stutter and hanging in almost every game.

My Specs are:

I7-6700k
Gtx 1070
(2x 4gb) G.skill DDR4
(2x 4gb) Corsair DDR4
1TB Samsung 860 Evo SSD
(3x 1TB HDD's)
MSI B150 Gaming M3 MB
Corsair CX600 PSU

My PC is hooked up to a surge protector, I've kept it running fine for about a year since my last upgrade. Since the issues have been presented I have performed a clean install of windows 10, have popped my ram in and out of their sockets looking for dust and debris, have run memtest, have checked 5v and 12v power rails as well as CPU voltages, have replaced thermal paste on CPU, ran chkdsk on SSD, CPU temps seem fine in the 45-60 degree range using afterburner. I have also noticed distortion in CPU Temp where it will spike from 45 to 55 degrees rapidly (not sure if normal for 6700k). I've been at this for days and cannot figure out the software or hardware issue. I'm thinking this is a hardware problem but also found that windows released a microcode update 8 days ago for skylake cpu's before this all happened. Also all of my drivers are up to date and my CPU is about 2 years old. Any help on this would be greatly appreciated!

It is running at about 3.99-4ghz while doing something strenuous, it does fluctuate to below 3ghz while idling however.
