With my CPU set at default (4.2GHz turbo boost), the Vcore on auto goes as high as 1.328v

This seems high considering I have OC'd my 6700k to 4.7GHz on 1.35v.

Should I set my Vcore off auto?

CPU's do some of the most amazing things with a little bit of power. For example, I had a 8350 FX CPU, wanted to overclock it. I tried many solutions, the final one I tried, I set the clock to 4.8GHz, set the voltage to (well the CPU Vcore) .015 over. Reset the PC, It ran great like that for 4 months straight until I upgraded to Intel.

I was thinking of downgrading it, cus it seems high.

If I can get a stable 4.7-4.8GHz out of 1.35v, why does 4.2GHz require 1.328v?
