Hello,
somehow after Christmas I noticed a drop in the performance of my computer. There were traces of dragging windows on the desktop. The drag itself was not very fluid and it looked like a refreshing problem because on the desktop sometimes the closed window was visible until after manually refreshing the desktop. The problem was also visible in games such as Starcraft 2 fps could drop to 1 or 2. Where for a few earlier months everything worked as it should and did not go below 60. I thought then that the system has been around for some time and it needs to be reinstalled. I scanned with Avast, ccleaner and malwarebytes anti-malware, I also used the sfc / scannow command. The situation got better, but the problem came back. I decided to reinstall the system but it did not help. Then I noticed during testing, for example, OCCT that despite 100% CPU usage, the clock works only with 800MHz, and the temperature remains low. Sometimes during the test, the processor will jump to a higher clock but then it drops again. When I wrote this post once again I launched Starcraft and everything works well with a strong 60 FPS. What can I do to find out the cause of the problem? Drivers installed freshly from the manufacturers' websites.

system Windows 7 SP1 64bit
CPU: i7-6700k
GPU: MSI GTX 1070 Gaming X
Motherboard: MSI Z170A Gaming M3
Ram: 2x Corsair 8GB 3000MHz
 
Solution
Check your motherboard and make sure the 'slow mode' switch hasn't been moved to the on position. The 'slow mode' switch will lock your CPU to 800MHz, it's there mostly for overclockers who might push their system to the point they can't boot at all, and this gives them an out that doesn't force them to reset their CMOS.

Solution
Slow mode was off all time i checked it. For now it got back to normal, CPU is speeding up normally. One thing i did after 2 days of looking for answer was uninstalling MSI afterburner, i did not use it to change any of settings but to check my fps, cpu ang gpu statistics while i had games running. I hope this time the solution will stick and i will have no more unpleasant surprises anytime soon. :) Thanks for help :)
