I just built a pc with 64GB of with dual channel ram with an AMD 1700x cpu. When I test processing speed against a "slower" I7 7500 cpu, the I7 beats the AMD by over 100 seconds. The motherboard is a B350. What am I missing here. This doesn't make sense.

Any guidance would be appreciated.

The synthetic benchmark might only effectively be counting simple clock speed and little else. As the R7 runs at lower clock speeds, I'd expect any synthetic non-multithreaded tasks to look better with the i5. Many current games will do better wtih the i5's higher clock speeds as well....

Run the R7 up to the same 3.9 GHz, and normally the tables are turned, as the extra threads come in handy for many tasks/scenarios...
