I picked up a used i7-7700 CPU, and it has not worked in two different, working motherboards. One is a Gigabyte GA-H170M-D3H (F23 bios, 3-9-18) that has an i5-6600 in it working just fine, and the other is a Biostar TB250-BTC Pro (B25DF222 bios, 2-22-18) with an i5-6600K in it. In the Biostar I get continuous long beeps that never stop; in the Gigabyte, I get 5 long beeps and then a reboot. Gigabyte says that is a CPU problem. The installed bios check out in terms of compatibility.

Is there anything funky I am not thinking about with the i7-7700 CPU? I guess it is just bad.

Assuming you are reapplying thermal paste and connecting the CPU fan when you install the CPU cooler, then I'd consider the CPU to be the problem. The bios situation seems to be as up to date as you can get. To verify it's the CPU, I'd try it in a motherboard that was built for that generation of CPU, meaning with a 2XX series chipset rather than the 100s you have. I doubt it's the motherboards though, since they do work with the other CPUs you have. You can try resetting the CMOS after installing the 7700.
