I7 7700k and GTX 1080 ti performance at 4k

I'm looking to buy a system featuring an i7 7700k, GTX 1080 ti and a 4k monitor. I know this GPU can run most games at 4k 60fps, but can it run star citizen ?
The reason I'm buying this is to play this game, so should I go for it, or get another monitor (1080/1440p ?)

It's a non-issue whether it can run at 4K or not because you can choose 2560x1440 instead. The GPU or Monitor (depends how you set it up) will simply scale the frame to 4K.

I follow Star Citizen, and it WILL be well optimized but for now on my GTX1080 rig it's horribly optimized. I admit it's been several months though, because I gave up as the game would redownload the entire 25GB+ (whatever) game every time they did a new build.

They are on DX11 and will be transitioning to VULKAN. Probably at least a YEAR before we see that being sorted out, though the game should "launch" in 2018 in I assume DX11 still.

They have 300+ people working on it (which will shrink drastically in 2018 as a lot of the assets and code wraps up), but...
In most cases Star Citizen will not stay @60fps in 4k/ultra settings. It's still under development and I think still in alpha version (maybe beta) so anything can change and make the game lighter so you can run it @60fps.
So to summarise, 1080ti is the best GPU to buy at the moment and your best bet to achieve 60fps, but you don't know how the game will change in the future.

The game will go from HORRIBLE to INCREDIBLY well optimized in the 2018-2019 time frame.

I'll also probably get a VR HUD in 2019 or 2020 depending on how well the game is running VR.

If the GTX1080Ti is for Star Citizen only then just wait until the game is running Vulkan well. By that time you'll probably want to get a Volta GPU as it should also incorporate better asynchronous support and other tweaks that will have a big impact on DX12 and Vulkan games that support that (AMD has better asynchronous support which is why they do relatively better in DOOM).

AMD may have a superior solution in 2018 as well. RX-VEGA though doesn't interest me.
 


Since you're building a high-end rig, I would suggest looking into a GSYNC, 1440p, 144Hz monitor (2560x1440 144Hz+ or 3440x1440 100Hz depending on budget and whether you like ultrawide monitors).

I'd much rather have a GTX1080 or even GTX1070 paired with a nice GSYNC monitor than have a GTX1080Ti and 4K, 60Hz monitor with no GSYNC support.

UPDATE:
We're still not sure what the CPU requirements will be but it's sounding like an R7-1700 might be the best choice for Star Citizen. It's hard to tell because the game isn't finalized and they haven't added everything that uses the CPU but they do some intensive things on our own ships alone, let alone all the data from other clients in massive battles.
 


Just something to think about perhaps for the future then but the game should look pretty awesome on your monitor anyway.

*I notice that's a Freesync monitor. Have you considered an AMD graphics card instead such as the RX-VEGA?

Freesync range on that monitor is probably 40Hz to 60Hz, so in that case the optimal game setup might be to lock the upper FPS to about 55FPS and tweak so the game rarely drops below 40FPS. (for some reason if you cap you have to drop a few FPS below maximum to avoid stutters).

RX-VEGA:
Thus far all the information I have suggests the "VEGA 64" graphics card should be similar to a GTX1080 on average but will do better relatively as the asynchronous compute units and other differences are optimized for. So it may get performance similar to a GTX1080Ti in Star Citizen.

Just an idea, though I expect the launch to be sold out, and the price uncertain as MSRP and real price aren't always in line.
