i7-7700k cant go below 4.5GHz

ive got the asus z270e motherboard and i7-7700k with the cryorig h7 cooler.
i can overclock no problem to 5GHz but the problem is that the lowest it goes is 4.5GHz.
isnt the CPU supposed to have idle mode? because even when i place in the bios 4GHz it stays in 4.5GHz even while i have only the windows open, lets say another CPU, do they go idle to like 3GHz automatically or not?
if so i want that because if im watching a movie with no need for it to be at 4.5GHz i want it idle and at like 1GHz if possible.? also want the cryorig cooler to be idle and silent while i watch movies. help me please :/

You likely have high performance mode turned on in windows power options, this will force the cpu to run at its turbo clock at all times.

Just change it from high performance to balanced, then restart the pc.

also if will i be safe if i just set 1GHz?
lets say im just browsing googlr chrome and watching movies,
can i set it to 1GHz or even below?
and also if the CPU is lower does the cooler go more quiet too?
 

oh and now it went from 4.5GHz. to 4.4GHz but i want it to be idle , even though i only have chrome on it uses 4.4GHz...
 


It should move up and down, when you fist open chrome it will likely spike to 4.5ghz but it should drop back down again. You can underclock the cpu if you want, it wont hurt anything. You can try 1ghz but you may want to use 2ghz or so. You can also deactivate cores in the bios if you want to as well. The fan rpm will rise and fall based on cpu usage and temps not its current clock speeds, so no I would not expect fan noise to get any lower because of lower clocks. However your motherboard allows you to configure custom fan profiles in the bios so if less noise is your primary goal your best option is to spend some time tweaking the fan profile to your system.
 

it doesnt drop at all no matter what low activity is there on my computer it stays on 4.4GHz..
