i7 7700k + gtx 1080 SC low usage

currently im playing world of warcraft at 1080p on 144hz with google chrome open on a 1080p 60hz second monitor yet im only seeing 30 to 38% cpu usage and 32% gpu usage in control panel. I do notice most times when im watching a youtube/twitch stream on my second monitor i will notice so lag on my main monitor even though im at 144 fps. Would increasing that usage fix my problem with the lag and if it would how would I increase the usage %?

The only way to increase usage would be to increase the load. I don't see that happening with WoW at 1080p.

As for what you are experiencing, have you looked at your internet performance?

im getting about 30 - 60 ms constantly. i only have about a 1.5 upload speed and around 18 upload
