So as the title suggests my CPU has what I think is higher than normal voltages considering I don't have it overclocked. As such the temps also seem to be pretty high. These are the temps/voltage with a Cryorig h7 after a single run of Cinebench r15.

You stressed your CPU so it’s in boost speed, higher than base speed, therefor the voltage is higher. They give ratings based on the CPU stock speed. Obviously as it increases about 900mhz it will increase voltage as well. I don’t see anything out of place.
 
That is indeed a quite high temp.....(certainly no room for overclocking)

Either the cooler is not quit locked down, too much/not enough paste, or, the cooler might not be adequate, assuming your core voltage is not abnormal ....

my Asus board applies .729 Volts when just loafing at 800-1000 MHz, and, when ramping the clocks to all core turbo, as high as 1.276V is applied (per HWMonitor) which is enough for stable all-core turbo at 4.7 GHz with the Noctua NH-D15 (the D15 requires 165 mm mounting height clearance...)
