i7-7700k incosistent voltages out of the box.

So I've realized, my stock 7700k has super inconsistent voltages and I'm not sure why. The only thing I've done is turn on the XMP profile for my RAM which I'm pretty sure didn't mess with. Sitting at idle on a fresh start up, my VID has hit a minimum of .657 and a maximum of 1.326. Is there a way to stop this?

You can try to "undervolt" your 7700K.
For my 4790K at bone stock BIOS settings, MB pumps it with 1.212v at 4.4GHz. With long and careful testing I found that my CPU can handle FULL load 4.4GHz with only 1.15v (and along with that a great deal of lower temps).
Try to make a negative offset for CPU voltage. Start with -0.005 at a time, go more until you find your system to be unstable, at that point stop and see what it the lowest voltage your CPU can handle at full load turbo.
Motherboards maker are sneaky nowadays hiding overvoltage effects so their MBs appear to have better performance and can achieve higher clocks.
As Calvin7 says, you can hold it at max voltage all the time by disabling power saving features, but I don't advise it. The fact that the voltage drops when the CPU doesn't need it is good, as it prolongs the life of the CPU and saves you money on your power bill.
 
Well the problem is; sitting idle, doing absolutely nothing but staring at the desktop with nothing going on in the background. It constantly jumps back and forth between .6 and 1.3 which seems weird.
 
I'm not really sure why you're getting such a 'tone' over an internet question, but regardless I've never seen any of my other i5's act this way. Any other CPU I've ever had as never bounced so wildy from low's to high's and usually stay consistent, which is why I call this 'weird' to me. If this is indeed normal, then so be it, but I'd rather be 100% sure this is normal behavior then to just shrug it off and burn up $300 down the road.
 
The YouTube video activity running would by definition NOT be a "background" process.

Point is Actual background processes can trigger just enough CPU usage to force the CPU out of low power mode. Be It windows update checks, anti virus stuff, steam, or anything else running without your control
