here are the part list

PCPartPicker part list: https://ca.pcpartpicker.com/list/kdX9Ps
Price breakdown by merchant: https://ca.pcpartpicker.com/list/kdX9Ps/by_merchant/

CPU: Intel Core i7-7700K 4.2GHz Quad-Core Processor
CPU Cooler: NZXT Kraken X62 Liquid CPU Cooler
Motherboard: Asus MAXIMUS IX HERO ATX LGA1151 Motherboard
Memory: Corsair Vengeance LPX 16GB (2 x 8GB) DDR4-3000 Memory
Video Card: MSI GeForce GTX 980 Ti 6GB Video Card
Case: Phanteks Enthoo EVOLV ATX ATX Mid Tower Case
Power Supply: EVGA SuperNOVA G2 750W 80+ Gold Certified Fully-Modular ATX Power Supply

After all installation, I went into BIOS and saw the cpu temperature at 88 ~ 90 degrees going up and down.

I checked some forums and posts that it shouldn't be that high.

Is this normal for i7 series? or what should I do to solve this problem

You can install NZXT's CAM software, you can see the temps, pump flow, etc.
If that doesn't work I suggest either looking all over the forums and the rest of the internet for answers. Or maybe even get new parts for your build.
