Question i7-7700k speed dropping below 1GHz

So first things first, I just had this installed in a different build and it was running perfect, its currently installed in the same motherboard. The temps are maxing at 57c on core 0, 40c core 1, 37c, core 2, and 36c core 3. I rebooted and have nothing running but task manager and core temp. it has 1% utilization. The base speed should be 4.2GHz which it goes to after reboot, then when I let it sit for a bit, it drops down to 1.2GHz. I have the BIOS up to the latest version, and all set at default, no OC done. What causes this and how do I fix it?

JFC, nevermind pretty sure the problem was Windows default power mode was balanced, which I guess was not letting the CPU do something, idk. fixed it by switching to high performace. I'm dumb.
 
NOthing wrong with balanced mode whatsoever...

CPU will run at 30 watts at 800-1200 MHz surfing the forums, watching Youtube, yet instantly ramp up to full 4.5 GHz under load playing games.....
Exactly as designed and intended.... (been this way for many years...)

My own 7700K runs at 800-1200 MHz under little load, with a few fractions of seconds bursts up to 3000-4700 MHz, but, ramps to/sustains 4.7 GHz under load....; Balanced mode is awesome....!
