I7-7700k Too HOT

I have built a new rig specs
Asus 270e gaming motherboard
Gtx1080ti 11gb
Gskill trident z rgb 64gb ram
intel I7- 7700k Kaby lake cpu (too hot ill explain in a second)
nzxt kraken x52
850w supernova psu

Ok so this is my second build first went very smoothly and now I have been having an issue with the cpu. The temps are ridiculously high im talking about 71c while idlke and hitting 100c at 25% load. I have reapplied the thermal paste many times trying almost every method you could think of and no luck with the cpu temp. The pump does work perfectly fine and I called intel and they said that 100c under load is normal and offered to send me a replacement but from what I hear they all run hot like the onem I have now. I lowered the power on the cpu to 75% with no change what so ever. I am aware that these chips do run a little hot but 100c is just obscene.

How should I proceed to troubleshoot?
Should I send this one back and take the replacement they offered?
Get another cpu (not kaby lake)?
Different Cooler?

The heck? 100c under load is not normal, and neither is 71c idling.
Are you absolutely sure the cooler is mounted properly? With temps like those, that's the first thing I'd look at, along with the pump.
