What is the i7-7700k Turbo Boost clock and does it apply to all cores or only 1?

I OC'd my CPU through intel extreme tuning utility for 10 minutes and set the values back to default. My CPU's 4 cores now only max out at 4.4ghz and 1 core will hit 4.5ghz randomly and uncommonly. I could of sworn all 4 of my cores were hitting 4.5ghz before I OC'd then reset.

I use a Z170A Gaming M7 Mobo, any ideas?

it not 4.5 all the time. it when 1 core is active. the img only show the max on each not max on all 4 at a time
I get what you mean, it's not just Core #1, it can be any of the 4 cores. So you're saying this whole time i thought all 4 were at 4.5ghz I was just looking at the max and not the actual values? I feel dumb.
 
If the mainboard was MCE capable/enabled in the BIOS ('MCE' in Asus-speak, whatever MSI calls theirs, etc.), all-core 4.5 GHz turbo operation is quite common, even in Balanced Mode Power plan...

Mine has been running that way for two years... (however, yes, the Intel spec was indeed for a single core turbo to 4.5 GHz)
